The European Commission recently published a Communication (COM (2004) - 574 final) in order to respond to the observations and recommendations of the high-level Panel of independent experts concerning the new instruments of the Sixth Framework Programme (FP6).
Said panel published a document earlier this summer, presenting its conclusions on the new FP6 instruments (Integrated Projects and Networks of Excellence) and their implementation.
The Commission's Communication constitutes a response to the Panel's arguments, with a view to enhancing the implementation of the FP6 new instruments but also of preparing for the adoption of the Seventh Framework Programme's legal structure (FP7).
